Fred worked at the agency licensing long term care facilities in Texas from 1990 until 2017, when he retired as the lead architect and authority having jurisdiction for the State of Texas. He was in the room when licensing standards were written or revised for two decades. He served on the Technical Committees writing and revising the National Fire Protection Association Life Safety Code for the 2018 through 2027 editions. In retirement he travels all over the state helping people convert single family homes into neighborhood assisted living facilities. He has spoken on this topic at state and national conferences.
